What were the public officials thinking when they allowed these things to be put up?

I found this article on the Travel + Leisure website. What were people thinking when they 1) designed some of these, and 2) allowed them to be put up in public? A giant wrinkled thumb? Really?

Some of these are awful, but at least its a thumb and not the middle finger!
