If the Dutch government wants to regulate De Wallen and Coffee Houses and exclude tourists, then the country will experience a drastic drop in tourism.

I just wouldn't return to Amsterdam if the government started limiting the sale of Gouda and Budels Witte Parel to foreigners.

I don't care how they handle the usage of pot and hash at their coffee shops.

Shouldn't this tax be passed along to the user, rather than the provider.

but that's how taxes work, yes? the user has to pay in the cost of services
only a stupid provider would NOT pass it on (and that is tongue and cheek about prostitutes "passing anything" to others...)
